Service Variable discounts not working

Service Variable discounts stopped working two months ago after an Arkona update. When trying to apply the discount it says Authority not allowed. We have spoken with Arkona many times and have been told they cant put a time table on the engineers trying to fix the problem. Has anyone else found a work around for this?
