How can a service writers view all special orders on the screen without running a report? Like parts views them using option 61.

Service can use the same function 61 when in any ro which will show all special orders for the parts department, they can right click the special order and view detail to see the status of each part, but if the customer on the ro is the same customer that the special order is in question use option 64 retrieve special order by customer.

Here's another question.

Can the parts department create a sublet PO and post the sublet PO to an RO?

Once the parts department has completely fill out a purchase order, when a service writer assigns the po to a sublet it fills in all the information from the purchase order, all the service writers have to do is make sure the sublets retail is billed correctly.
For parts to complete the sublet you would have to give your counter people a service writer ID, and access to repair order entry in PD,50, then from the parts invoice screen they could use function 99 while in the ro, to switch directly into the service side and apply the sublet to the ro.
