Purchasing authority/policies

How do car dealers assign purchasing authority within the store? How much can a manager authorize on his own? Are purchase orders a common requirement?

We have a full-time purchasing agent at our store. She negotiates all contracts with vendors and handles all supplies, etc.
Department managers also have the ability to create purchase orders for things like sublets and aftermarket accessories, etc.
Having one person in control of purchacing for our four franchises has a huge impact on the bottom line of the dealership.

Same thing here. We require a PO for everything the store buys and no invoice is paid without one.

Also, my parts director is the chief negotiator for every purchase except vehicles. Saves us a bunch of $$ and makes life easy for me!

ps. Authority for purchase is not a real issue since every week in our mgmt. meetings we look over what's needed and hash the details.
