Assistant should be back up responsible for everything a the manager does other than..... policy and program changes, hiring, promotions, pay changes, reprimands, firing, price level changes, vender changes etc. That said a good assistant would be relied on to give input, opinions and suggestions for all those.
I have three busy franchises, two of that are verge of ridiculously time consuming. One back counter person per line and one wholesale/retail counter person. No assistant, no clerical clerk and no shipping/receiving clerk. One counter person backs me up on placing orders and receiving when I am not there. Rarely more than one day in a row. An assistant would be nice.
