Is it possible that the tensioner was already deployed by tech or it came in deployed because it was a salvage pos and customer wanted his free parts?

No I have had 3 that will not deploy... I have an old school tech who knows what he's doing and has done others for me... Now ofcoarse Im leary on sending them back because of this and DONT want to screw with the hazardous part of shipping them back

Call the WPC and let them be aware of the situation and ask them how they wish to handle it. They might have a way to give you a waiver. Phone number is on the front page of the WPC.
