The GM business center?

I am seeing this in engineering notes for part# 19206430:

"PART NO. 19206430. LABEL KIT. IS USED IF THE VEHICLE HAS BEEN SOLD. AND THE INFORMATION MUST BE TRANSFERRED FROM THE ORIGINAL LABEL.
AND FOR UNSOLD VEHICLES CONTACT THE DEALER BUSINESS CENTER FOR A PRINTED LABEL."

I am told the original label is missing so they want a printed one. My question is: WTF is the "dealer business center" and how do I contact it?

Their number is 1-888-414-6322 I have never had to call but this is the number you want. Good Luck
