NOW they post it:

"As of yesterday afternoon, all dealers should have received RIM COO R291. If you received more than one copy of R291 please delete it from your DMS so it does not adversely affect your RPL%. If you are still missing a copy of R291 in your DMS you can resend the COO via the Order Query screen on the RIM website. Again, we apologize for any inconvenience this issue may have caused."
