Vin Plate Rivets

This question should cross all vehicle lines.
When we sell new dashboards to our collision customers, what is the proper process to:
1) Get the rivets (Chrysler is very reluctant, to supply but they will through the tech office. There is no part number.)
2) Stay within the Federal Regulations to supply them to the collision center.
This seems to be becoming a large problem for me. We are selling more, and more dashboards to collision centers. Thanks,
