If Gm has enough resources to hire people who design and oversee the programs and processes for dealers to use on a daily basis, ie: RIM, SLP, and Sales Department "incentives"; there should be plenty of resources dedicated to their own infrastructure.
One day they shall implode and they will be dumbstruck as to how it happened.
