Technically you did nothing wrong. You cut a key for the registered owner of the vehicle. If shes not supposed to have the car, that is between her and her husband and their lawyers. On the subject of key codes, I'll be so happy when the last of the single side pellet vats cars goes to the scrap heap. Can't get the vats code without looking up the key code, hate having people come in with their info, just to tell them it'll be two more days to get a key. Local WD carries a few of the common ones, but not all of them. We stock about five of them I think.

Yes I had this happen 10 years ago when I was with Chrysler. Nothing became of it because he screwed himself by assaulting her. What would be the ramafications on this.

We do not accept titles at our dealership. Customers must provide current vehicle registration and DL. If registration is locked up inside vehicle, we instruct them to obtain a copy from the DMV , Courthouse or we'll provide them with a phone number to the local locksmith.
I'm not about to risk someone giving me a "made up" tag number thus why we want vehicle registration vs title.

There was a couple of guys that came through my area about 12 years ago that were making and using fake out of state registrations and fake out of state driver's licenses to get keys.
They stole a lot of cars, and got a set of keys for one vehicle from us.
We changed our policy then to the vehicle title only.

We do not cut a key by a V.I.N. unless the person or persons who own the vehicle are standing in front of us. The can complain all they want, we will NOT do it. We require the title ( or a copy faxed to us by the lean holder, the registration and a valid picture I.D. Also, we do not get involved in repo’s, ever.

Does GM have literature on Key Ordering/Cutting guidelines? Like required documents and what not?

2016 Service P&P Manual section 1.2.5 has the info you need.

June 29,2017

Replacement of Key Numbers and Security Chips

For security and protection against auto theft, Service Agent personnel must verify vehicle ownership before providing replacement keys, key numbers and/or security chips. Verification must include positive identification of the requester and verification of vehicle ownership through registration, title, etc.

Each Service Agent Facility must make a permanent file, by VIN of all key requests; the file must include copies of the following:
Government issued picture ID (Drivers License).
Vehicle's registration or other proof of ownership. Caution: Registration should have normal markings from the State or Province that issued the registration.

Proof of ownership may consist of the following:
Vehicle Registration
Vehicle Title
Court ordered repossession order and lien-holder documents
A fleet vehicle driver's individual’s driver's license, proof of employment and registration
"Independent repair facility" requestors driver's license, proof of employment and signed copy of the job card for that repair facility

Copy of the paid customer receipt which has the name/GMIN of the employee who cut and/or provided the key to the customer.
This file is subject to review by Regional Field Staff, GM Audit staff, GM Security and law enforcement agencies.
Service Agent Facility KeyCode documentation must be retained for a minimum of 2 years.

When vehicle ownership cannot be proven beyond a reasonable doubt, do not provide the key code or keys.
