OK, I give up. I tried looking for it under bulletins in SI. Am I looking for this in the wrong place?

You need to go to the top of the "NEW" global connect home page and search for it there.

Thanks Tim I found it. But now I don't really understand this and I want to make sure my warranty gut is collecting the correct amounts. So for radio exchanges etc. we used to claim $25. Now it states you can claim $20 and then $25, this is kind of confusing to me? Why are there two amounts now.

b. Electronic Exchange Components

The following components exchanged through the Electronic Exchange Program are eligible for a $20 administrative allowance and an additional $25 Net Item Admin Allowance.
Radios and related Audio Products (including XM radios)
Multi-media (DVD & CD)
Entertainment/Video Systems
Instrument Clusters
Heads-Up Displays
Night Vision Cameras
OnStar Modules Navigation Systems
