Canada Spare Tire Question

So why can't a Spare tire package be sold in Canada? Does the government not want you to be able to change your flat tire on the roadside? Do they just want you to sit there with a flat tire? Do they just have a thing against Spare Tire Packages?

I am looking at GM part number 95280941 spare tire package for the Bolt. There is a note, not to be sold in Canada.

Do they have rules about Dealerships altering the GVW on Hybrids? That spare prolly weighs a few kilos...
