Has anyone taken the certification test in order to purchase/sell R134 ? How are you keeping track of sales and purchases?

The way I read this as Parts departments we are considered Distributors and do not need certification to purchase, as we are not the end installer. Here at our store we do not sell any cylinders or "containers larger than 2 lbs" at wholesale or retail and therefor would not need to maintain any sales records. All of our techs are 609 certified, and have been for years. One of them has a 609 certificate dated 1992 for Pete's sake!
