SPAC case problem

So, I have had a SPAC case on a item for a while... Customer is now wondering what's going on. I call a couple dealers and one close to me but too far to pick up the part is willing to Sprint the part... Awesome. I get ahold of SPAC and give all the usual info to get this process done. SPAC then asks me how I plan to get the part from them. Pick up or will they deliver? I said he can FEDEX it today! They then tell me they cannot approve the Sprint because this part is available at GM facilities.... I complain and tell them I have already spoken to the Manager and he will ship it right now, I could have it next day and make the customer happy. They basically tell me too bad and the best they can do is force the part to be shipped from a PDC or I can contact the dealership back and buy it from them and pay the shipping myself. I am upset but have no choice because they refuse to process the Sprint. This was 3 days ago and the part is still not showing any progress when I look it up in workbench. Just the same message.

This is complete BS... Would it be different if the sprinting dealer was further away from me? They are within 50 miles... If that is the case and they will approve a Sprint from further away that just makes ZERO sense. If I loose money buy paying more to having them ship the part I can try and cancel the SPAC case but that never works and I will end up billed for it and receive it God knows when... They are basically telling me my choices are to loose more money cause this isn't the first time I have had to get parts elsewhere and still somehow try and keep my PASE compliancy or have a car just sit in the shop with my customer getting more and more upset everyday I have no answers.
