Can people in the parts department take advantage of the earnPOWER program? If so, how?

Yes, we do here. The only drawback if you want to call it that is that for you to earn any valuable Earn power points you will need to be ASE Certified. There is a separate ASE test for GM Parts departments, I am due to renew mine this year. Honestly the test would be tough for anyone that has not done Parts Manager duties, there were claims questions and other related questions that a normal counter person would have a hard time answering them.

You can but in my opinion too much hassle for the payout
