We only give out the numbers for people who actually buy things. We tell them its company policy :)

We stopped giving out part numbers to customers a few years ago, with a few exceptions for repeat customers who we know we can trust to not run to NAPA, or the internet retailers with our part number. Customers bitch about it, but we explain the cost involved with the time/labor involved, plus the outrageous cost of the Snap-On catalog, and most of them are understanding. Our counter people also tell customers it's company policy and that seems to keep the customers from feeling that we are singling them out.
