Handling Fee for RIM Return?

Today I noticed a $132 fee as "other" on my GM invoice for a RIM return. I've never seen this on previous RIM returns. I call GM invoicing to ask about it and they tell me it's a handling fee. Apparently there's a %25 handling fee for ALL returns except cores. Anyone else heard of this?

That's a new one on me. You get a 2% hold premium on RIM returns which equals more credit, non-RIM returns get charged a 3% shipping fee, and type 11 (CSO returns) get charged a 35% fee.

Yup, I'm familiar with those. In fact I did receive the 2% hold premium on this invoice also.
