WPC Engine Hazmat question?

So today I received a WPC return for a lifter job. Of course there are hazmat fuel pipes on it. I had a thought (my bad for thinking), what if I were able to exclude these two fuel pipes, then I would be able to ship normal UPS. Since they aren't the failed part, would they care?

I called the WPC and asked them this question. They stated we would be debited for the job so the order must be complete and must ship Hazmat with Central. WPC stated to use UN3363.

Doesn't the request list the part #s they want?
