I'm all for teamwork between parts and service departments. This will never work if one department's idea of teamwork is for the other "partner" to roll over and take it like a whimpering dog. Teamwork requires both sides to at least try and see the other side's perspective. Your scenario sounds a little too much like "I want your department to take the potential loss in my plan so that mine doesn't have to." Pretty easy to come up with no-risk solutions than either calculated-risk or shared-risk solutions. Sound like someone (spelled C-F-O?) needs to referee this one with an overall perspective.
