D2D Survey

Since we are still recovering from a devistating flood at our store I'm not sure if I'm losing my mind or not. I just started catching up with my mail and I found a survey that asks if I want to reduce my D2D sales from 100% dealer net to 70% dealer net! It also garciously allows me to use my return allowance to return other parts or "cash out" at .75 on the dollar ( a benefit I thought I already had). Unless I had a very serious obsolesence problem where do I benefit? Am I missing something? Again, we are rebuilding after a 4 1/2 water level flood and maybe I am not thinking clearly but...
