gm tire program

Is everyone using this program? We seem to do a lot warranty tires at our store. We use a hunter tire machine which balances tires by what is called force balance. We order new tires from the local tire store under the program. The tech then informs us the new tires are also bad. We go round and round with them and the tire stores.
Also has anyone tried to return tires ordered under the program because of customer no show or wrong tires ordered (white wall instead of black wall)?
Our local goodyear tire store will not take any tires back.
