Returned airbags-wholesale

I am looking to get feedback on how returned airbags are handled. Do you charge the shop for return of airbags ( % or flat fee). I have been charging 20% to the customer to cover hazardous materials freight to return these to the manufacturer. Is anyone else using something similar?
