Back counter pay on labor hours

Does anyone have all or part of their tech counter persons pay based on flagged labor hours? If so, can you answer a couple questions??

1) What percentage of their wages is based
on labor hours?
2) How many dollars do you pay for each
hour?
3) What is the average wage paid in your
area and what does the dealer who pays
the top wage pay for experienced tech
counter persons?

Any info will be greatly appreciated.
