14116 Labor time??? techs complaining?

Our first repair of the 14116 the tech had over two hours into it and doesnt want to do another for the 1.1 it pays. Any of you guys having problems with your technicians complaining of not enough labor time. Are your techs getting these completed in the time allowed?
Have customers waiting but techs wont repair.......

We've had complaints, but after they do a few it gets better, as long as they do it right and don't break the new sensor.
