Dual Wheel trucks in Texas are required to have mud flaps installed however Chrysler does not reimburse us for the labor or for the parts to install. Is Chrysler alone on this or is this typical for all makes?

I have not come across a Pre Delivery Inspection where seat belts were not already installed. Not sure how your comment applies.

I don't know of any manufacture that reimburses for individual state laws. But think of the alternative: Toyota could install them at the factory where you lose the labor installation and the parts markup at your dealership. Or they could give you 40% parts markup rather than list price, and .3 labor at your warranty rate.

Sorry about the misunderstanding i forgot about the pdi part
if all the trucks made where sold in texas then i would only imagine there would be a labor op for this, but in michigan mudflaps are only required on higher class trucks and usally they are installed free because its a advertising billboard.
