GMPP admin guide for 2004

Has anyone else attempted to get a copy of the new 2004 admin guide for GMPP on line at gmaconline.com and received errors at to one's FSO and SPB #'s when attempting to log onto site and download the online available only guide book? This book has claim info and data used to process GMPP claims as well as policy and procedure for the new model year and is a good tool to have in desk if your dealer processes any GMPP claims.
Anyone able to access and downloaded the PDF guide please let me know.
