Here is what I suggest, for what it's worth...
Incorporate any shop supply charges into the price/labor for the service...do not show them as a line item.
Why?
Customer HATE them...whether they say anything or not. Just like you hate all the nonsense charges added to your phone bill.
When a significant shop supply must be added to a service, add that part to the bill just like any other part instead of just tacking on a percentage.
Avoid things that may reduce car count...especially when there are better ways to get the same result.

I agree with Tom, incorporate any shop supplies into your price.
I only add haz waste charge to services/oil changes and in California that has to be included in my price/estimate.
We give each of our teams/techs a shop supply parts counter ticket and I monitor their usage.
Works out great and you won't catch any flack from your customers.
