If you believe Ford's knee-jerk reactions to these numbers it is caused by comebacks. But the real answer is never that simple.
The first question you have to ask relates to how the vst/1000 are increasing? Are there certain repair groups that seem to dominate the numbers that are reflecting what's on your warranty total (measured) line, or is it a more common situation where none of the repair groups appear to be the same as your wty total line.
If a group matches the wty total line, then your answer is probably in that group and could be comebacks or other issues. For that, we'd have to look at a detailed report of the claims in that line.
If there are no groups that match-up well to your measured line for vst/1000 then it means that people are coming back for different types of repairs. Say electrical this month and trim next. Often this might be caused by part orders, frequent service visits (ie, agressive LOF penetration), failure to address the customer's complete concern during the visit, and it also could be comebacks as well.
The problem is the later of these two situations is very hard to determine, where the first is usually very easy.
Advice for what to do can depend on where your other expense numbers are at, and how far you are into the problem. For example if vst/1000 is at a 0.7 and your rpr/vst is at a -0.5, so your r/1000 is 0.2 I wouldn't even bother to do an investigation. But if the vst/1000 is drastically impacting your r/1000 (the one that really counts) then I would think a closer look is in order.

Of course the numbers might not be leading into the right direction, but at least we'll have a starting point.
