Good question, but it requires a question right back at ya.

What are you doing currently?

Does parts reciept a large on-hand quantity and sell specific smaller quanities?

Can it be controlled to not be used unless authorized, or can anybody just squeeze the trigger for some black gold?

Where do you think it falls apart?

If the oil is controlled from a console in parts, even quarts will be charged out, while at least part of the time that amount will not be used. Pump4.5 quarts, charge out 5 quarts, you will be over.
