Internet access policies

Has anyone instituted a written policy covering employee use of the Internet?

We do not have a policy in writing but we do have power-on passwords in our three PCs at the dealership with Internet connections. We found that if we did not have the "SECRET" passwords, every employee with five minutes on their hands will be surfing the net. We had a problem with this until we installed the passwords. Only those individuals who use those terminals are now able to get in.
