Flat-file-generator (FFG) is a program that resides on the dealer's system.
I notice that you are a 3rd party, so this probably isn't a viable solution for you.

Reflection's download probably is a VBscript. I have heard of people (I'm not one of them) that can use VB to clean up data as it passes to your PC.
Try running your RPX with sort criteria BY-EXP LINE-CD. By showing each line in an exploded sort, the download may show each line's service description in its own cell in Excel.
You will need to first sort by date or RO then by-exp line. Let me know if this fixes your situation.
