We do not have core handling turned on. How do I account (or adjust) the core inventory?

If you don't have "core tracking" turned on, the dirty cores are not in your system. No need for adjustments.

What about standard returns and RIM returns?

The new cores are in your system and are relieved from inventory when the "part" is returned. You can print a list of new cores in PHR then choose PH5. Print a list before a return & then print one after and you'll see that the cores have been relieved.
