As a parts manager the first thing I would point out is you MUST be willing to learn from the other. Dealers sometimes have goals to managers which can conflict with the other. Knowlege is power!
One of the BEST ways to measure if the parts department is "supporting" the service department with inventory correctly is fill rate. The fill rate you both need to measure is the percentage of parts which have a "stocking status" sold only on RO's. Get that information and you are armed - to improve it mind you - not to argue over it. Also have the parts manager look at what causes a part to be "stock status" in your DMS and measure it over the standards of practice.
My parts department has a 6 month running average of 97.2%. I am not sure what the average is but maybe a moderator could chime in that number. My guess it is around 95%.
