Things to consider?
1 - Why not install them? You make money selling these labels. Insurance companies always pay for them around here.
2 - Why risk the fine? If they are required you can imagine the penalty. One could assume it is along the same lines as a converter removal. After all you are altering the emission "package".
3 - see #1 - sell and make the money. Simple
Yeah I am all for it but he (body shop manager) does not figure them and when I put them on the RO he gets bent that it doesn't match the estimate. I told him that A figure them on the estimate of B. file a supplement. The last time I did it he wanted me to discount other parts the price of the labels

So I just billed the body shop for the labels. Needless to say the guy pisses me off.
