THE BULLETIN STATES THAT IT IS A AFTERMARKET FILTER AND THAT WE SHOULD LET THE CUSTOMER KNOW THAT WE ARE PUTTING A AFTERMARKET FILTER. MY QUESTION IS WHY ARE AFTERMARKET FILTERS

Due to increases in demand in the past 6 months, the PF66 oil filter (GM# 55495105) is backordered.
In response to this increased demand, GM Engineering has approved GM# 19458922 as an alternative to the PF66 filter. GM# 19458922 will be available in a 12-pack for order effective Thursday, September 2. GM# 19458922 is an unbranded blue oil filter that will be shipped in a 12-pack box.
This filter will be available for United States and Canada dealerships only on a temporary basis.
GM# 19458922 is also approved to fill backorders on the PF66 oil filter until adequate inventory is available on PF66 and will be used on pending orders of the PF66 oil filter.
Use of this filter, as with any non-OE part, should be disclosed to the customer.
We will also continue to warranty the engines (subject to remaining warranty) that properly receives one of the following aftermarket filters on customer pay and warranty repairs through September 10, 2021:
