OVER THE COUNTER PART WARRANTY

My Service Manager has told us from now on for us to be paid for an over the counter part warranty (wholesale or retail) we have to provide the following.
Name, Address, Phone number, VIN, Mileage, Description on concern with part, any a diagnostic procedures to prove part has failed.
He states they cannot claim for a part without a labor op. even though we are not claiming labor. Is this correct

Yes that's the way we have been doing it for a long time..We provide VIN, miles, complaint...the 3 c's
