I honestly think there as many varations as there are managers doing them. My suggestion would be to determine your average hours per customer paid repair order and make sure your desired effective labor rate kicks in before then.
The most typical matrix I see kicks in at 1.1, raises a dime every tenth, so a buck for every hour. The cut off is usually 10 or 11 hours.
