It's a pricing mechanizm for these companies to show how competitive they are on hardware costs. It would be consistent to the dealer that offers a car for sale or lease but requires a monthly 'user fee' in order to start the vehicle. It sucks but there aren't many other choices and switching between vendors is a real mess.
When ADP exited the parts catalog business, B&H reps tried to sign us on their $25,000 system. EDS, while not as rhobust is a much better deal at $600 per month. Just like other technologies, built-in obsolesence is key to ADP's survival... as is creative ways to get the customer to pay.
