shop foreman income

I am looking for some ideas for a payplan for a shop foreman also a approx annual income for a person that was a tech in the shop.

What will his duties be ?

We have 17 techs. Five-line store. Small town, not metro. The foreman is in charge of all training, handling "problem cars", shop productivity, purchase/repair of shop equipment, has authority to hire/fire, holds regular shop meetings, plus another dozen or so odd chores. Apprx $50K/year--- base, percentge of labor sales, CSI.
