Does anyone operate a vehicle quality check programme to ensure the quality of repairs done. If so what percentage of vehicles do you check and how do you build the cost of the quality check into the repair?

Our franchise want 100% of cars inspected however we are aiming for 33% and plan to add .25 hrs to the service/ repair bill, to cover the costs including administration.
Any help or thoughts would be appreciated.
