I worked with a Dealer that had 4 stores and he advised he had that same problem.
The dealer made the rule and took it one step further. All paperwork had to be in the offices within 24 hours after closure and the paperwork had to be correct. If there was a problem, the clock kept ticking.
He said it worked but, THE DEALER ENFORCED THE RULE. He was aware that paperwork problems cost HIM money.
The rule will work.
