I think that they realized 2 things:
1.) The 4.25% is not that difficult to hit.
2.) We are too smart to figure out that if we are at 98% purchase loyalty the last week of the month and do a large filter order or equivalent at our WD and our % is still over 90% it hurts them in the long run.
Now dealers have the incentive to not do any extra orders to try to keep the rolling # at 100% or greater to get the extra 5% payout.
Again, most likely constructed by an Ivy League graduate that has never stepped foot anywhere except the showroom of an automotive dealership the last time they purchased their brand new BMW...
