Hi again everyone, I answered my own question. I found where.
In FMC Dealer Connection, Parts & Service Tab, Customer Satisfaction, Customer Assistance Resources, Import & Export Processes and Replacement Decals & VIN Plates. It's there. It's a long process, a lot of details needed, and it will take 2-3 business weeks.
