Oil Enviromental Fees

I was charged a 4.35% Environmental Fee on my last oil purchase. Is this something new, or just something that I noticed for the first time. I think it is normal for Canadian dealers but I don't recall it here in the states.

I just had an oil invoice come in this morning, but I see no extra fees.

Environmental fees have been standard for all of my GM oil purchases for several years at least. I did incorporate these charges into the cost of a quart of oil, and the cost was covered....But the funny part is that GM doesn't pay for that when they pay for their warranty oil maintenance programs. Charge to service, as they collect an environmental fee on every customer pay repair order.
