GM Telephone fee

I need some help refreshing my memory. Why do we pay GM $75.00/Qtr. for a telephone fee. I know there is a fee for HazMat, but that isn't it. Help me out please. Thanks

I actually thought the 75.00 was for the hazmat hotline.

I am thinking it is to pay for SPAC/PARTECH.

The $75 monthly fee used to be for the old TRACS phone system support. Now they say it goes towards supporting Workbench or EPIC or some other blah blah blah

TRACS...that's the one I was thinking of. I knew it was some useless GM acronym.
