Counter person pay plan?

Our counter guys get $1 for every hour turned in the shop per week.
They average $650 to $750 a week.
They will do what it takes to get the parts across the counter.

I know this says Counter Person pay plan, but I'm curious as to if any managers have a pay plan that they would care to share with me?

My Fixed Operations director has been stating for months they are getting me on a pay plan (after I repeatedly asked for a raise). I have no clue what a pay plan would look like, so I would like to go in with at least some knowledge beforehand.
