We create a MPVI or menu for every retail customer that comes to our shop, yet for the first week of December none of them reported to PASE. Have any of you had this issue?

We stopped giving out part numbers to customers a few years ago, with a few exceptions for repeat customers who we know we can trust to not run to NAPA, or the internet retailers with our part number. Snap-On Catalog Price Gouging
I was wondering what other dealers are paying for Snap-On cataloging? I have 5 licenses, GM and Isuzu catalogs, and get charged $1200 per month. I was talking to a buddy of mine who is a parts manager at a Ford store, they use Snap-On, his store is the same size as mine and he pays $700 a month.

We had the same issue at our dealership and a few years ago and we stopped giving out part numbers, with a few exceptions for good customers or someone broke down on the side of the road and we don't have the parts. You can run business as usual when you start your inventory. After you finish your counts run report PSAC, Parts With Activity, the run PSEC to enter the adjustments from the parts you sold.
